Code P0128 means the engine coolant temperature is below the thermostat regulating temperature, which usually means the engine is not warming up fully or fast enough. The most common cause is a thermostat stuck in the open position, which lets coolant flow constantly and keeps the engine too cool. Other causes include a faulty coolant temperature sensor or low coolant level. While the car may run fine, an engine that does not reach proper operating temperature suffers worse fuel economy, increased emissions, and added wear.
